Leicester BSF – Soar Valley College

The client: Balfour Beatty Engineering Services
Project name: Leicester BSF – Soar Valley College
Clients requirements/
brief:
Pricing of Variation Account, Submission and Negotiation of Final Account
Haley's Contribution:
Haleys were employed by the sub contractor Balfour Beatty Engineering Services to price and substantiate their variation account and to also submit and negotiate their final account with Miller Construction for the Soar Valley College project. Balfour Beatty Engineering Services were employed by Miller Construction to design and build a project specific mechanical and electrical system. The new college has been constructed to replace the out dated prefabricated comprehensive school built in the mid to late 1960's and to accommodate the increase of the local population. The main issue with this project was that the new much larger college was to be built within the grounds of the still in use Soar Valley Comprehensive School which caused several issues with noise, health and safety, logistics and security. Due to the building site being in close proximity to the live school all site staff had to be CIB checked and specifically inducted on what can and cannot be communicated with children. The construction cost for Soar Valley College was circa £25 Million, with M&E costs being circa £4.8 Million. Leicester City Councils commitment to sustainability and their aim to: Minimise energy consumption, generate renewable energy on site and provide sustainability data for teaching purposes, placed a heavy demand on the M&E team. BBES were drawn into a situation where the original design was now changing on a regular basis due to the clients requirements for the building and thermal model changing. Due to these changes Haley's was employed to progress the logged variations and to investigate potential variations for financial recovery. Haley's vast experience in these matters was soon recognised as being extremely beneficial to settling the final account which lead to BBES extending our contract period from 2 to 6 months. At present we are still working on the Thermal Model, BREEAM and FF&E variations which have a recoverable value of £300K.

With Haley's assistance BBES are now in a position to recover their costs through variations that have been priced and substantiated by Haley's personnel.
Combined variation account value: £1.2 Million
Sustainable technologies employed: Biomass Boilers
Photo voltaic panels
Wind turbines
Absorption Chillers
Solar heat collectors
Rain water Harvesting systems
